Career and Technical Education
Philosophy Statement on Career and Technical Education

The Constitution of the State of New York, the Laws of New York State and Regulations of the Commissioner of Education in New York State require that Career and Technical Education programs be made available to residents of New York State. The Boards of Cooperative Educational Services of New York State provide quality Career and Technical Education for secondary students and adults.

The primary goals of Career and Technical Education are to:
  • Assist students in developing marketable, state-of-the-art career and technical skills
  • Educate students in programs which comply with current NY State standards
  • Provide well-qualified graduates to meet the challenging needs of business and industry
General Statement on Admissions

Eastern Suffolk BOCES courses are offered as part of Career and Technical Education for secondary level students. These courses can lead to entry-level employment or post-secondary education.

All students have the right of accessibility to programs of instruction available at the Technical Centers and Special Career Education Centers within the Supervisory District. Eleventh and twelfth grade students are eligible for admission in the Secondary Career and Technical Education Program. Any student 15.5 (15 years and 6 months) to twenty-one (21) years of age recommended by the District Committee on Special Education is eligible for placement in the Special Career Education Program. It is the responsibility of the professional staff to inform students of these opportunities for employment training and assist them in wise and meaningful program selection.

Career and Technical Education/Special Career Education
Student Registration Procedures
1.Intake information forms are the first step in the registration process to the Secondary Career and Technical Education Technical Centers and to the Special Career Education Centers. The Intake Information form must be completed, signed appropriately and received before a student will be enrolled into an Eastern Suffolk BOCES program. Students should not be sent to an Eastern Suffolk BOCES program until the sending district has received confirmation of admission. All intake information forms should be printed neatly in ink or typewritten. (When filling out the form in ink, make sure all copies are legible.)

2.A new intake information form must be filed for each student. The form must be filed each year the student is enrolled.

The Intake Form must be accompanied by the following supportive documentation: high school transcript, IEP (current), Level II Assessment, current Psychological (strongly suggested). Students are no longer maintained on the active roster until formally dropped by the student's district. A new intake form must be submitted each year for every student.

Students transferring between Secondary Career and Technical programs and Special Career Education programs must submit a new intake information form as per procedures above.

3.Students attending parochial or private schools must have home school district approval. A student attaining post-graduate status that the district agrees to continue in a Secondary Career Education enrollment must have an Intake Information form submitted which ensures district approval. This approval will be signified by the signature of an authorizing school district official appearing on the Eastern Suffolk BOCES form on the line entitled "Signature of Tuition School District."

4.A student classified by their district CSE must have supportive information concerning the disability submitted along with the Career and Technical Education Intake Information form and the appropriate box on the form must be checked. Supportive data is defined as a current I.E.P., psychological or summary report, medical report, school grade reports or transcript and a Level II vocational assessment report. Please be sure to check the space on the Intake form to indicate the program in which a student is to be enrolled, e.g., Secondary Career and Technical Education or Special Career Education.

5.When recording the grade of the student, record the grade level in which the student is enrolled at the time or date that the application is completed.

6.Intake Information forms for enrollment to all Secondary and Special Career Education Programs are to be forwarded to the Admissions Office, Edward J. Milliken Technical Center, 375 Locust Avenue, Oakdale, New York 11769. Admissions Office/244-5812 or 244-5813.

8.Adult residents of the supervisory district who are over 21 or have received a high school diploma may enroll in secondary programs, but only if seating is available. Priority is given to secondary students and former Eastern Suffolk BOCES students who have completed the first year of a two-year program. Adults will be billed three times per year (September, December and March) on the first school day of the month. This policy does not include adults enrolled in Eastern Suffolk BOCES Adult Career and Continuing Education programs.

Intake Information forms for adults are available in the Admissions Office and completed forms must be returned to the Adult Career Education Office. For additional information contact the Edward J. Milliken Technical Center, Brookhaven Technical Center or Harry B. Ward Technical and Academic Center's Adult Career Education Department.

Transportation
EASTERN SUFFOLK BOCES will provide transportation for all districts that request or require it.

Career & Technical Education Course Credit
It is recommended that four (4) units of graduation credit be awarded for each student who successfully completes a course (or clusters of a course) of study in the Eastern Suffolk BOCES CTE program that spans one school year. In addition, integrated into all first year programs will be the Career and Financial Management (CFM) curriculum. Therefore, it is recommended to award all first year students who successfully complete their course work to receive one (1) additional credit for CFM. This can be interpreted that if a student takes and successfully completes two full-year programs he/she can be awarded up to nine (9) graduation credits, five (5) for the first year and four (4) for the second. Students may be awarded two (2) units of graduation credit for successful completion of a course (or clusters of a course) organized on a single semester basis. In addition, students may be awarded a half (1/2) unit of graduation credit for the successful completion of CFM for a single semester.

CTE Academic Credit
Many of the Career and Technical Education programs have been approved for academic credit in English, Mathematics, Science or Social Studies by the State Education Department as part of the CTE approval process. A student can only receive credit upon approval by the school superintendent or designee, upon successful completion of the Career and Technical Education program and applicable competency/Regents examinations.

To fulfill these requirements, each academic course has been developed to insure that student activities are based on the commencement level of the State learning standards.
